Well, you need to have been here for ten days first (got that down) and you also need to have ten posts (which you don't). To easily fix the ten post problem you can go to the Crazy House forum and post in threads like Corrupt A Wish and others, nothing there is meant to be serious so not a lot of thought would go behind posting there.

Along with what Chindogu said, what you do to put on a profile picture is click the Edit Profile & Settings link on the upper left hand corner of the page.

Once you got the requirements down, you will see a 'User picture' category there.
