Ok, this is what you have to do. Open Notepad. Its a small program that comes with every version of windows, its in Start menu, Accessories normally.
Put in the code you want. Pick the Save As... option from the file menu.
Where it says Save as type, change it from "text documents" to "all files".
In the "file name" box type the name you want to call it, for example index, followed by a .html.
So it will look like index.html
Then click save. Now you have a html document.
If you want to edit an existing html document, open it with Notepad to edit it then save normally.

Well either your not using notepad, or you aren't saving it properly.
I'm not sure how it s on PC (I use Mac) but on Mac you have to save it as test.html not just test, it doesn't just do it automatically.

Its a html creator that displays the page content editing and has pre set codes.
That way you can build a page using templates and you can see what happens while you make your pages.
