Put in the code you want. Pick the Save As... option from the file menu.
Where it says Save as type, change it from "text documents" to "all files".
In the "file name" box type the name you want to call it, for example index, followed by a .html.
So it will look like index.html
Then click save. Now you have a html document.

Well either your not using notepad, or you aren't saving it properly.
I'm not sure how it s on PC (I use Mac) but on Mac you have to save it as test.html not just test, it doesn't just do it automatically.
If not then I have no idea what you're doing wrong.

Like what code is at the very start and how to make things do what he wants.

Tybo, you need what is called a WYSIWYG editor.
Its a html creator that displays the page content editing and has pre set codes.
That way you can build a page using templates and you can see what happens while you make your pages.
I dont know which ones are good, but heres a comparison list: http://en.wikipedia.org/wiki/Comparison_of_HTML_editors
