With Viz, you can buy items and equipment for your profile-avatar.  Is there a way to duel people?  I'm asking because some items say stuff like "Opponent can't attack after using this..."

There's currently no battle arena, there's suppose to be one eventually!! But right now those armor and weapons are not useful they are currently just fun to get!!

Those items are supposed to be for the eventual 'Battle Areana' as Awesome-Kid has stated. That's where you can fight other users, with those items. However, the Battle Areana hasn't been implemented yet, and who knows when it will? I'm sure there will be an announcement when that occurs, though.
