Lately, I've been having some trouble with the Retro Game Room. Every game I try to play loads, but only the audio. I have to reload the page multiple times before the video plugin actually works. Also, because of this, Netplay actually never works, even after reloading. Can someone help me with this?

Also, this may be related to my problem (so it might not be the RGR plugin): Youtube sorta does the same thing. If I start a video or if I pause a video then unpause it, the video goes on without any sound for about 8 seconds. When the 8 seconds are up, the video freezes and the audio catches up from where I unpaused it.

YouTube doing that is usually a performance problem, you not having enough resources free to play the video efficiently. If you do think that there's a link, then try closing pretty much everything else before playing. There's also the obvious easy solutions, reinstalling the plugin and using a different browser.

On an unrelated note, the new IP address is the reason that the chatrooms don't work for me.

I do not have the computer operating system. For the 32bit computer I have 2GB Ram, windows vista and I use google chrome and I do not have a problem that you have. I think your problem lies to the graphics card. This is my opinion. Anyway try to install the plugin again.
