Yes, during any stage get the menu screen up, I think if you press start, and then one of the top buttons you will see Zero. Press start Zero will say he is on his way, then you can play as Zero. It should be noted that Zero cannot fight boss battles, and if you die with Zero you will lose him the entire game as he will have to be repaired.  I do not know if they still have it or not but somebody came up with a Mega Man X3 hack were you could play as zero including boss battles.
