You can only use a picture when you are a member, you become a member after 10 posts and one week of being on the site. After you are a member you go to edit profile and settings (it is right above the RGR box). I am not sure about the layout. I think newbies can have em but like I said I am not sure. You can buy one from a thread in the market on the board. I hope this helps if not summon me back to this thread and I will try to help with anything you are not sure about.
