In my opinion arseus is the strongest because he can be all types, and because he is the god of all pokemon. I personally cannot wait until the new pokemon movie comes out,because arseus is in it!

Yeah my vote goes for arceus too because of the moves he can learn, and Judgment which is the last move he learns that varies in attack and defense depending on which plate it is holding.

And yeah, it depends on if you mean gameplay wise or in the pokemon universe, because gameplay wise its all up to the trainer, a crap trainer can make the best pokemon a loser, while the best trainer can make lots of "loser" pokemon winners
