Saddest song I listen to is "All Too Well" by Taylor Swift. I usually tear up every time I listen to it. And Avril Lavigne's 'Slipped Away'. I can relate to that song so well. It's so heartbreaking.

Without a shadow of a doubt the saddest song I have ever listened to has to be Hurt by Johnny Cash (Originally by Nine Inch Nails). It wasn't his song but the way he made it and how his voice sounds in the song makes me tear up a bit.

See a better day by Graham Coxon is quite an emotional song. 
It may not be as sad as some of the songs listed here but it has that miserable element to it. 
I am not a big fan of sad songs but this one still manages to be a good track, really worth a listen...
