Astro Man isn't so tough. All you have to do is get the Magic Card from Magic Man and use it against him. As it can be aimed upwards, it should help. It also damages him more.

Compared to the other Bosses yes Astro Man is very over powered but unlike most of the other bosses his weakness ( magic card, which you get from defeating Magic man) injures him worse than any other bosses weaknesses and he losses more health compared to the other bosses when they get hit with there weakness.
