Well it depends on what game.
If you want to make a pokemon hack, download advanced map editor, advanced script editor, A-starter (Forgot what its called but it's something that can change your starters, and btw thats its file name), YAPE and you will also need a GBA pokemon rom (Pokemon Emerald / Saphire / Ruby or pokemon Leaf green / fire red)
Those are what you need to download and I personally recommend making a backup if it's your first time as you may screw up or make a glitch in the game somewhere. 
I would recommend searching on youtube for more information on pokemon ROM hacking.
BTW if you don't like advanced map editor you COULD try elite map editor
