I love Lapras. She swept the entire Elite Four in Yellow and Gold and also can learn Thunderbolt. Suicune is a close second, with her (I've decided. The other two... things... are male and she is a female. No debate, please?) awesome tanky stats and subplot in Crystal.

Best water type depends on the role you need to fill in the team. Vaporeon is pretty good as a wall because it has a lot of Hp and gets Acid Armour. Starmie is really good as a special sweeper because it gets Tbolt, IceBeam, Surf and Grass knot to cover almost all pokes.
Gyarados is a good physical sweeper, and most of the time it's easy to predict electric moves so you can switch to your Evire, or a ground type.

Swampert is my water/ground type pokemon because he has awesome movesets and one of my power house pokemon in my team in Pokemon Emerald.

I also say that Milotic is also good. Milotic has a better variaty of moves than most pokemons.
