I've just beaten Professor Ellie, and need to deliver the Repel but there's someone blocking the entrance to Mt. Vulcan and they won't move no matter how many times I talk to them. My Pokémon are all level 70-80, and I really don't want to start over. /:

That guy should have moved out of the way after beating Prof. Ellie. All I can say is that your game glitched. This has happened to me quite a bit, and it is unfortunate. 

You note your Pokémon are lvl 70-80, so I take it you have defeated both leagues? If so and you are trying to catch legendaries, leave Heatran be for a bit and focus on the other legendaries...the glitch may fix later on.
If you haven't defeated the Lauren League, then just keep restarting your game, the glitch sometimes goes away after multiple restarts.

I've only beaten the Zhery League, and haven't caught any Legendaries except for Giratina. I wanted to beat the Lauren League too, and then go on to eventually capture every available Legendary. But, it doesn't look like I will now. I was really enjoying this hack too, and now it looks like I won't get to complete it. /: I've soft reset the game multiple times, but the glitch hasn't fixed. My only option right now looks like a hard reset as you mentioned; but like I said I'm reluctant, and it isn't to stop the same thing happening again.
