Are you using the Mupen64 Plus emulator? Mupen64 Plus doesn't display a menu when you double-click, but the 1964 emulator does. If that's the case try using 1964.

Hopefully you will be able to deal with Mupen64 controls, if that's why you wanted to access the N64 menu. 1964 is not as good. It's slower and lags a lot for me.
