GamingMonkey : Can't you just level him up enough to where he can eventually evolve? If i recall correctly, Pikachu's usually evolve somewhere in the 40's. But, then again, I could be wrong.

Here's a glitch that MIGHT work (from the Glitch City website):
Put Pikachu at the start of your party/team
Have Growlithe in your party (preferably in the second slot)
Get into a trainer battle (The opponents team should have two pokemon on their team)
Level up your Pikachu in the trainer battle
Switch Pikachu with Growlithe after leveling up
Have Growlithe finish the battle.

I hope it works.
