Magma_Cube : I would suggest using Google or Urban Dictionary for the correct answer.

The short answer is that it's a slang term that you don't hear people saying as much these days as you did a few years ago.

Also the legitimate definition as defined by Dictionary.com "a suspended wreath, garland, drapery, or the like, fastened up at or near each end and hanging down in the middle; festoon"
