I'm sure there's SOMEONE out there who's willing to use the Jaguars or Buccaneers. Maybe a 200K Viz prize for winning the Super Bowl will keep people active to win the tournament. I understand the CPU dilemma now that you mention it, and maybe it wouldn't be the worst idea. If it can't work, then just continue the format you normally use. If it does work out, It'll probably be more work for you, since you have to know which user controls which team, and when any user is on bye.

The only thing I could suggest is making users sign a pledge saying that the promise to stay active, and risk facing a penalty if more than 2 games are missed during the season (obviously irl comes first and sometimes people may genuinely be too busy). Missing a couple of games would be understandable, but more than 2 means they aren't active enough to actually participate in the tournament.
