I have been considering making videos on YouTube of me playing games for a while. One thing I have been wondering if it is possible to add commentary to a video of me playing a game using the recording function on Vizzed. And if it not, then would I be able to use Vizzed's emulators and make videos with my own programs? I am asking because I don't want use Vizzed's stuff in my videos without asking.

You can't record your voice with the rgr plugin. You might be able to record your voice and the game video then put it together. You will need another program to do that.  
Feel free to use your own programs to record the videos. In fact it's encouraged for game that don't have a recording option.
