They probably could have not put in other characters. That game didn't necessarily push the N64 to its limits, but another character would require more moves and a character model. The character would also need weight, speed, and they might have had to throw in another stage. Each character took up a lot of data, and they didn't really need much more. Next of all, there aren't many Nintendo characters as it is, at least not notable ones.
