My favorite of the three would have to be turtwig because he can become tortera who can learn earthquake which is super effective angainst chimchar or his evolved forms and also torterras grass move could easily defeat piplup or it's evolved forms but the downer to turtwig is when you get to the ice gym if you only raised your torterra you will probably have a hard time beating that gym as I did have that trouble with him but over all to me it is worth it to have turtwig instead of the other two.

I'd go with piplup. It's evolved forms are part steel and steel isn't really weak against anything.
It gets really strong water moves which would wipe out chimchar's family and grass type is just so-so. too bad about ground type though...

I'd also go with Piplup because when he evolves into Empoleon he learns Drill Peck which can wipe out Torterra in one shot.

Infernape wouldn't stand a chance unless he learned Close Combat which is super effective against Empoleon.

They are all pretty bad. Chimchar is a carbon copy of Torchic, Piplup gets more and more hideous as it evolves, and Turtwig becomes 4x weak against ice in its evolutionary forms. I'd have to say Turtwig though, just because he was my choice so I'm stuck with him.
