The only N64 game that I've ever seen hacked is Super Mario 64, other than that I've seen a few of Ocarina of time, My guess is that to 
hack Mario kart 64, you would need either special hacking tools built for that game specifically, or more generic complicated tools, I would look at the tools used in Super Mario 64 hacking and see if you can use those. I wish you good luck, N64 hacking looks pretty complicated.
