 For me I think the most overlooked/forgotten Pokémon  would be Phanpy and its evolved form Danphan, Porygon, Politoed,Smergle, and Trapinch. The most under estimated in my opinion would be Zigzagoon, Furret, Rattata,and Smergle.

The Pokémon sunflora weakest Pokémon in generation 2 but it is not that bad. First, evolving It early is important (level 5).Next, you need to get good Tm/HM (or learning moves) like psychic, sludge bomb,pedal dance, and sunny day. Last, beat the living heck out of your water ,grass,rock, fighting opponents with a breeze.
