All you need to do is unplug your controller and leave your PS3 in standby mode.
Then hold onto the start button.
You should hear the start-up beep, then another beep, then a double beep.
Let go of the button and it'll tell you to plug back in your controller.
You can format your PS3, fix the files, restore the settings, restore the entire system(This also formats your PS3 though)etc.
Sorry if it's old news, but I didn't know until now and I think this is pretty important for those that have broken PS3's.
