If you save using save states or in-game saves, then yes, it is tied to your computer.  This means that in theory, if you have a computer and laptop, then you can have up to 4 save files on a game that normally allows only one, like Pokemon games.  Cool, huh?

For most games, you need to use F2 to save, and F4 to load the Save. Others, while they do allow that save system, can also support In-Game Save Systems.

Also, to make it clear, by "up to 4 save files", I am quite sure he meant two saves per computer, one being a normal Vizzed Save File (F2), and the other being an In-Game Save File (Self explanatory), resulting in two saves per computer. If not, then he probably has something confused on those lines, Nya~.

Also, yes, it is indeed connected to the computer, rather than your account like Cloud savings. So basically, if you uninstall the plugin from your computer, the saves are lost.

No, no, that is exactly what I meant.  When you save with F2 and open with F4, you can also play the game like you would in the absence of save states.  Add on another computer, and you add 2 potential save files to it.

Using that logic you could have infinent save stars I think.
You can also move the save file out of its folder then save again to get more save states. I'm 99.99% sure that would work. It doesn't hurt to try.

So yeah, the question has been pretty much answered. It's a local store. You can't play on your PC one day and resume from your laptop the next unless you went and actually copied the save files over to the other computer so the plugin can load them.
