zelda2 : The Local Moderators are basically the moderators of the forums. They edit posts and close threads that get spammy. Also generally warn other users.

The Global mods are basically the managers of certain areas of the site and/or the Staff. tRIUNE for example is the manager of the RGR staff as well as the RGR itself. So consider globals to be the "Upper management" of the website so to speak.
