Mind you, that would only work in the anime, in the game Mew would become an Arceus, but it would still be an even match.
And of course if you gave your Mew Flamethrower because you thought that the Arceus would have a bug plate, well...
Arceus does not always have stronger stats then Mew is another point.
That depends on IVs and EV training.

hmm... mew can learn any tm or hm move, but arceus has better stats. it depends on what moves mew knows and what plate arceus has. mew would win if it knew thief and a good fighting move.
