The two best are Darkrai and Arceus. Arceus has the highest base stat totals of any pokemon, and Darkrai is a phenomenal sleep sweeper. Darkrai is one of the fastest pokemon in the game and has an amazingly accurate sleep move in dark void; he puts you to sleep and drains you with dream eater, nightmare and his ability bad dreams
