1. Has it always been doing this since you got the laptop?

2. Is this a program that game with the laptop or something you obtained separately?

3. If it didn't come with the laptop, are you sure it's compatible with your laptop? Does it have a minimum requirements listing?

Usually programs have issues like that because they're too intense for the computer they're running on. There isn't much you can do about that unless except maybe reducing the amount of other programs running at the same time or finding alternative software that doesn't consume as much in the way of resources.

PowerDVD apparently eats up CPU like crazy. If you don't have a high-end processor, you won't be able to playback DVDs on it. I don't know why they would give you software above the specs of your machine pre-installed. That sounds stupid.

You can TRY Hardware acceleration fiddling, but most likely, you'll need less intensive software like VLC.

To try Hardware Acceleration...

Windows XP: Right click on your desktop and click Properties. Click Settings -> Advanced -> Troubleshoot. Move the slider over a bit and test to see if it improves. Keep changing positions until you get one that doesn't cause it to skip (if possible)

Windows Vista (and probably 7 as well): Right click on your Desktop and click Personalize. Click Display Settings -> Advanced Settings -> Troubleshoot -> Change Settings.

Oh stupid me... you said Windows 8 initially didn't you?

Sorry, but I know absolutely nothing about Win8, so I can't help you find the Hardware Acceleration settings.

You probably just need different software. I really don't believe your laptop is good enough to run that program.
