Well, to upload a profile picture, you need to have it saved to your computer first.  Make sure it's not larger than 100kBs though, or you won't be able to upload it.  Once you have a picture available, scroll to the VERY top of this page.  See the link in the upper left corner that says "Edit Profile & Settings"?  Click on that, and on the page that loads, there is the option to upload a user picture.
