For Emerald, I always choose Torchic for my starter and keep Zigzagzoon / Linoone in my party. The ability of pick up is very useful, and even though they are normal types they can learn just about every HM. Also if you keep the very first one you catch in your party, you will find they can develop some very awesome stats. Mainly great health and speed

A steel type, preferably Steel/Electric.
Mawile is pretty good, as it has the most resistances of any one single type Pokemon.

There's also Sableye, a good one but it's overused.

If we skip the part where Sableye isn't a starter, it's a great choice if you want a LOT of benefits. Most notable: it's typing: no weaknesses and full immunity to normal, fighting and psychic, with resistance to poison. That means a lot of annoying Pokémon dealt with. I think a pokemon with good strength and durability like Machop would be a decent pick. But as long as a pokemon is far stronger than its opponents then it would be adiquate in my opinion. My Sceptile in Pokemon Emerald for example would be a good pokemon because it is far stronger than any legendary pokemon or wild pokemon or pokemon trainers. It is  a level 100.

To me I personally thing a dragon type because of the variety of moves and the high attack and resistant to other types. If not the best would be a steel type for the are strong against a lot of things and have a lot of resist ants. So you decide. Maybe a Lucario or Dragonite.

Starter wise, I would say Mudkip. Swampert is a very good tanker, but he is more on the offensive. He has a wide array of STAB attacks that compliment his attack, basically OHKO Pokémon. Surf, Waterfall, Ice Beam, and Earthquake is a very solid move set that can really help you out. Swampert doesn't really provide coverage for multiple types, but luckily it's sub-typing help cancel out a few weaknesses it would normally have.
