You should and can't make someone want to do something they're not interested in.  If she doesn't want a relationship than she's not going to get into one no matter what you say or do.  Also, if you force her into one, she won't treat it seriously and she'll go off and do things that you may not approve of. 

Just go talk to her.  Don't try to find out things by sending your friends.  Man up, show some courage and go say hello.  Talk to her without the intent of having a relationship.  Talk, ask questions, learn about her, ask her about things she likes, and get to know her.  It may turn out you actually learn about her and decide she's not a fun person.  She looks pretty but that's the only thing she has going for her.  Relationships don't just happen.  You decide if the two of you really like each other and you go from there.

Walk up, say hi, ask her how things are going.  Compliment her on her shoes and ask where she got them.  Talk to her.  Don't have any plans more than that.

Never send your friends.

If she complimented your looks then its a good start that she thinks you look attractive physically, but thats just about what it is; she thinks that you look physically attractive to her. Any girl can walk up to a guy and say something about them physically and not mean it in a romanitic, "lets go out" kind of way; what this does is that it makes her feel more comfortable talking or being around you.

Remember this. Don't rush the relationship or the relationship lose its "fire" quicky; but also don't be overly precausious or else the "fire" won't grow (if that makes any sense).

Just keep talking to her, make her feel comfortable around you, and enjoy hanging out with you. Then once you believe that the moment is right ask her out (I get the impression that you and this girl know each other a little bit.)

Remember this also. You can never force a girl to start a relationship with you, you can convince her, but don't force the relationship.

Last advice. Just ask her to go out somewhere together with you (bring a friend is optional, but you want it too just be you and her), take her to a movie, go swimming, whatever. Since she says that she doesn't like to be in a relationship, I would say that you should make it sound like you just want to hang out together by yourselfs. If she accepts and enjoys hanging out with you, then ask her out. I'm about all out of ideas from your post.
