You have to have the netplay item if you want to create sessions or if you aren't playing the game of the day or the game of the week.

If you have it, or are playing one of those games, it's rather simple: click on the RGR banner in the upper left corner.  Below the banner in the middle of the screen are some green links: "Item Shop  |  Chat Room |  Your Games Profile  |  Netplay".  Click on Netplay.

It should be self-explanatory from there I think.
