Is it possible to catch a Pikachu with a Light Ball in this hacked version of the game?

I went to the safari zone and pikachu doesn't pop up there, it pops at the very first tall grass you walk into from lvls 2 - 5. I was just wondering if this makes the Light ball an item that you aren't able to get or not. I've caught about 25 Pikachus and they either have nothing on them or just a Berry, i read that the light ball is only 5% chance of being held by a pikachu but that's in the normal emerald version.
