The RGR plugin doesn't enable such features as cheat entering to my knowledge. If you're good with emulators and the like, you could always actually download VBA and load up the game offline and enter your cheat code in that. If you know how to set up your directories correctly, you can rig it to load your Vizzed save file and then when you save offline, it'll save back in the same place so that if you were to play in the RGR again, you could resume progress from where you used the cheats.

It's a little complicated, but I've done it before on a hack of Pokemon Fire Red.
