I could go on about the usual stuff but the hours are set by law the food is good and is provided by sub contractors so we can not change the price and there is already 40 clubs running, so I'm at a bit of a lose end as to what to say without been patronising or too generic

First off you should pick a topic related to what your running for (ex. if your giving a speech infront of coal miners, talk about coal; school teachers about school, etc.) What issues do you now around school that is causing an issue? If you can find out what is most pressing that other students are worried about then you can use that in your speech. I can go on about this stuff so I'll just offer my suggestion.

How about talking about improving the daycare center or adding a daycare center? (You said college parliament so I'm assuming that your college has a daycare center.)

I don't know if this is a good idea or a bad one, but i would look up some words in a dictionary and find big ones and replace them with any small words, therefore they will think highly of you and like you a lot based on your vocabulary.
