Everyone at a glance would say 7, but in Sonic the fighters there are 8! And there is the legendary Golden Emerald from Sonic 3 and Knuckles!  Here are all the colors:

 Red
 Blue
 Light Blue
 Green
 Silver/Gray
 Yellow/Gold
 Purple
 Light Purple
 Pink
 Orange
 
 Also there are the Super Emeralds:

 Super Red
 Super Green
 Super Orange
 Super Purple

 And don't forget the Master Emerald!

Well, most people don't count Sonic the Fighters as a main series Sonic game, so I don't think that Chaos Emerald is a legit one. SEGA Probably put it there to correlate with the amount of Fighters in the game.

I think the 8th Chaos Emerald is in Sonic The Fighters because there are 8 playable characters and each character needs to have a Chaos Emerald. I also think SEGA should use the Time Stones in Sonic The Hedgehog: Episode III if they are going to make it.

Super Emeralds were used greatly in Sonic 3 and Knuckles, my assumption for the Super Emeralds' creation is based on the Sonic 3 & Knuckles original combo and split, Nya~. They haven't really appeared much after that, except in the Comics where they're there quite frequently.

There are 9 emeralds in the longest sprite comic ever, sonicandpals.com. The 7 emeralds, the legendary 8th Emerald which holds more power than the other 7 combined, and the Master Emerald, which is the Sonic the Fighters 8th emerald. Trust me, I'm a Sonic expert.
