Unfortunately, Nintendo is not going to make a new MOTHER game. The creator (I think his name is Itoi) had said he doesn't want to make another.

I don't think we'll be seeing another Mother game for quite some time. Now a remake of Earthbound for the 3DS..that I like and is reasonable.

Earthbound 64 was Mother 3, but they couldn't do it, since the Nintendo 64DD was a commercial failure. So it didn't happen.
EarthBound 64 can't happen, since there's already a Mother 3, EarthBound's sequel. Plus, the wide music variety would probably be missing. Of course, I still am wondering about Itoi had once said about the ending. He mentioned of the ending "betraying the player". If we could see that, the answers to the unused Lucas's Nightmare boss would be revealed.
Other than that, we don't need an EarthBound 64. And also, Itoi had even mentioned he wouldn't make another EarthBound game. Of course, there is a Mother 4 fangame.
