I can't seem to find Rock Smash, or Strength and the guy in Dewford standing in front of the Trainers who have battled the zombies says hes thirsty but I am not sure what to give him to make him move.

To get the guy to move you have to give him cologne  believe you trade it with the scientist standing besides the place where you meet             Dr. Blackburn I believe is his name. The poke ball is just a Tm not a him.
