Access the menu with the Esc key, go to Config > Speed, at the bottom will be a slider - that should be set at 1x, if it already is, assign a key to Reset Speed and try that in the game.

I do this it works for a little while and then comes back.
I think its because I have fast forward assigned to a hotkey and don't know how to change hot keys properly

In that case, you'll click the box in the Speed Options for Fast Forward then type the Esc key to clear the key that's assigned.

Does that also happen if you assign a key to "- Emu Speed"?

With a key assigned to that, it will slow it down while "+ Emu Speed" will increase it.

Try deleting the input file.

Go to Start Menu > All Programs > Vizzed Retro Game Room > Open Plugin Data Folder > User-239638 > ZSNES.

The file to delete will be zinput.cfg

Failing that, could also try deleting zsnesw.cfg

The files should return with default config when you try a SNES game afterward.
