Eevee doesn't evolve in to Umbreon with a moon shard in this game. Instead it evolves through max happiness at night while espeon evolves through max happiness at day. But the day/night system is broken in this game (you can tell when you start a new game). So I'm assuming that to get umbreon in this game you would first have to set the time to some time during night, because that's the only way it well ever be night. But I haven't tested this so I may be wrong.

You can't change the clock once you leave your house. Because has soon has you set it that's what it is, but even then I'm not sure if it will work or not. But one thing I'm sure about is that if it ain't set to night at the start then it won't ever be night, which makes it impossible to get umbreon. You might be able to check the clock at your house by the way but once again I'm not sure.
