I'm pretty sure he does lock it eventually. I think you just have to complete several missions in the Pride Lands before he will. I could be wrong about this because it's been a while since I played KH2, but I'm almost positive he will eventually lock the Pride Lands.

Maybe there's an episode after you beat Xenmas. There's still an Underworld tournament that I don't have unlocked even though I've completed everything but fighting Xenmas. Like getting Mickey Mouse as a summon. Can only be done after defeating Xenmas at least once.
