If you're playing Pokemon Red, I would wait until it gets to level 50 before evolving it. it doesn't learn flamethrower until that level and after you evolve a Pokemon with a stone, they can't learn any more moves by leveling up. They can still learn TMs, but I don't know if you can get flamethrower as a TM in that game.
