I can't remember, but I think it has to be a mystery event. But we don't have this on Vizzed. So you can't get these Pokemon

If you play Pokemon Emerald 386, you'd be able to get all the Pokemon through the ROM without the use of events/mystery gift. If you were using a VBA though, it'd be pretty easy to hack the Pokemon in.
