In Rebirth I think they spawn randomly in the Legendary Cave just north of Slateport. Mind you the spawn rates are weird. It took me forever when I gave this hack a try to get 4 different legendaries cause I'd keep getting Articunos.

Oh yeah I was so spooked when I went in that cave for the first time. I tried my best to run but I couldn't and was hit by Thunder from Zapdos, or Fire Blast from Entei. I think they are in that cave I don' t remember exactly....
