The Levels...... don't really mean anything to be honest. They're meant for a future feature (battle arena), but there's no set time on when that will come out.

Anyway, to become a Normal Member, you need to have at least 10 posts and you need to have been a member for at least a week. Since you have 18 posts, you just have to wait for May 22nd (it might take an extra day for the effect to be applied).
