I think you have to go to the house on the far right where someone gives a Squitbottle. When you water the Sudowoodo with the Squitbottle, it attack you and when you faint it or catch it you can move on. I think this works for Gold/Silver but I'm not sure about Crystal because I have not really played Crystal. I hope this works.

If I remember correctly, you have to find the house where the lady is watering her flowers and talk to her. She'll then tell you to go meet her daughter or friend I think, where sudowoodo is standing. After you find her, the girl will give you the bottle to use against Sudowoodo.....I think that's the way to do it, although I haven't played it in a while.
