Going old school here but Final Fantasy 2 had the best soundtrack to me. Working within the confines of the Super Nintendo they were able to really create a game with tremendous music. The game features numerous songs that match every single environment of the game.

I love all the classic soundtracks. The ones that stick out to me is Metroids music for nes. It fit the game very well. I am sure there are some new games with good soundtracks but I have not played a lot of them. I also liked final fantasy 7's soundtrack, it is very nice. Here is a metroid music link!
