I too am very confused by this. You say they get Viz at the end of every year. Are you saying that you will give them Viz at the end of every year? If not, I do not see how them paying you 600 Viz a year is going to keep them from losing it. Actually, it really sounds like they are losing Viz by doing this unless you intend to repay them the 600 at the end of the year. 

Can you explain exactly how they would 'lose' Viz in a way that you can protect them from?

I see. Well, if you want this to fly, you will have to make absolutely sure that you post enough to be able to repay everyone plus give them each 400 extra Viz. Seeing as you don't have 2000 Viz yourself, that could be a problem.
