This game is exceptionally made and is very close to the anime series.  I actually had to watch the series while I played, because 1) this game was very nostalgic and 2) I wanted to follow the series pokémon for pokémon!

1) Have you gotten the Light Ball from the little power plant in Pewter to double Pikachu's Special Attack?

2) Consider training a Mankey or Nidoran(Male). Mankey can learn Low Kick, and Nidoran learns Double Kick.

Or you can go with Butterfree and Confusion. You have many options, and many Pokémon. Think outside the box a little bit
