I know there are easier ways, but I just pasted it onto Microsoft Paint, opened the picture properties, went to the size option, and put in the dimensions 200X200, saved, and uploaded the picture onto my photobucket account.

I'm assuming that you have Microsoft Paint. If so, click the Start button, and find Microsoft Paint (use search if it doesn't show up already). Click the little dark blue part in the top left and then click the folder with a blue arrow pointing into it with the word "Open" next to it. Then locate the image that you want to resize. Once you have it open in MS Paint, click the little button that says resize. Then uncheck the box that says "Maintain aspect ratio" and click the circle that says "Pixels". After that, just enter 200 in both the height and width boxes and click Ok. Then save it and you're done.

If you click here to download Paint.net, you can open the image in there and save it (try saving it as a png file). When you save it, it will let you adjust the quality. At first, this has almost no effect on the way your image looks. But it can help drastically decrease the amount of memory needed.

If you don't want to download anything, or you can't figure it out, you could also just PM me the image. I'd be willing to fiddle with it and make it so that you could use it if you'd like. Also, as a side note, you'll need something to extract the files from that download. If you can't open a zip folder, then you won't be able to use that download.

I would try saving the file in different formats I find .jpg the smallest of the formats and usually any picture in that dimention will go under the limited file size. But do try other formats to see which one is the smallest.
